2033: Phone number is unpublished

HTTP status: 403.

Reads and deletion of your data remain available. Existing data is preserved, but requests that change a chat are rejected and webhook events are not delivered.

• An unpublished number doesn’t appear in GET /v3/phone_numbers; once it’s published it shows up there and this error stops
• Read operations are unaffected; only writes on the unpublished line return this error
• If you believe the number should already be published, contact support with the trace_id from the error response
